above steps had been tried but still not. since it only the "upgrade" not downloaded. all others are not problem. attached log file for your reference. thanks.

Hi
Try to upgrade windows 11 22H2 to 23H2 via WSUS (windows server update service). It looks the new patch is not downloaded. can advise how to solve the issue? thanks.

.\Clean-WSUS.ps1 -DirtyDatabaseCheckIf not, or if it says that it's clean, you can try
& "$env:ProgramFiles\Update Services\Tools\WsusUtil.exe" ResetThis will run through a check of all WSUS updates and verify their downloads are not corrupted or missing and if there are missing files, they will be (re)downloaded.

If the new patch isn’t being downloaded via WSUS, here are some possible steps you can take:
Check WSUS Configuration: Ensure that your WSUS server is configured correctly and that it’s set up to download the correct type of updates. In particular, ensure that ‘Upgrades’ classification is enabled on WSUS.
Update WSUS: If the update still isn’t being downloaded, it might be because your WSUS server itself needs to be updated. Make sure you’re running the latest version of WSUS.
Synchronize WSUS: Try to manually synchronize the WSUS server with Microsoft Update. This can be done from the WSUS administration console by selecting “Synchronize now” from the Actions pane.
Check WSUS Server Logs: If the issue persists, check the Application event log on your WSUS server for errors or warnings that might provide more information.
