fail to upgrade windows 11 22H2 or 21H2 to windows 11 23H2 via WSUS (Windows server update service)

Hi

Try to upgrade windows 11 22H2 to 23H2 via WSUS (windows server update service). It looks the new patch is not downloaded. can advise how to solve the issue? thanks.

above steps had been tried but still not. since it only the "upgrade" not downloaded. all others are not problem. attached log file for your reference. thanks.
