Even though account has sufficient permissions(Contributor and User Access Administrator) set as per Microsoft documentation https://learn.microsoft.com/en-us/azure/automanage/overview-about#required-rbac-permissions it results into error: "The operation was not allowed because the subscription is not in a state to support it. Subscription state: -1" . What could be the reason for this failure?
