Get Insufficient Quota (Code: InsufficientQuota) error when trying to get Bing Search v7 API key

Question

I created a free subscription that has 'Active' status. I'm going with the free F1 tier. I created multiple resource groups but none work.

I'm following this tutorial: https://www.youtube.com/watch?v=gqMwGVvZMDY (Azure Tutorial | Web Search With Microsoft Bing Search API In Python).

Here's the error I always get a few seconds after creating the deployment: {"code":"InsufficientQuota","message":"Insufficient Quota"}

Do I need to upgrade to 'pay as you go'? Is there another way to get the API keys?
