Nested virtualization not working

I created a linux vm on azure with the flavor D4s_v3 which according to your website supports nested virtualization. But after the vm is created, I tried installing kvm on it. But its saying kvm is not supported. Also the vm's cpu information also does not have virtualization extensions like vmx or svm.

What could be the reason ?
