Can we replace/upgrade host OS (2008 R2 server) of existing 2012 R2 "System Center Service Manager" farm with Windows server 2016 without upgrading the SCSM.
Can we simply add new Management Server and Data warehouse server role and unregister the old nodes to replace all nodes? Any suggestion would be greatly appreciated!

SCSM 2012 R2 on Windows Server 2016 isn't officially supported by Microsoft:
    https://learn.microsoft.com/en-us/previous-versions/system-center/system-center-2012-R2/dn281925(v=sc.12)?redirectedfrom=MSDN

You can give it a try with adding a new SCSM 2012R2 Management Server on Windows Server 2016.
But even if the installation is possible and maybe running without any problem for now keep in mind: It's an unsupported environment.
