speech.microsoft.com displays HTTP Error 500.30 - ANCM In-Process Start Failure

Question

In Microsoft Edge 87.0.664.52 (Official build) (64-bit) on Windows 10, connecting from a workstation in Boston, MA, I get HTTP Error 500.30 - ANCM In-Process Start Failure when visiting all pages of https://speech.microsoft.com/ even in Incognito mode. I do not see this behavior in Google Chrome 87.0.4280.88 (Official Build) (64-bit) on the same machine.
