SQL migration related query for SP 2013

Hi,

1) When we are migrating all sp databases from SQL 2008 to SQL 2014, do we need to stop the SP services in all SP servers or only in the CA server?

2) If only in the CA server, then that will create any outage I believe because all our web sites are hosted in other servers not in the CA server.

    You need to stop all services that are related to SharePoint Server and IIS on all SharePoint servers and expect the SharePoint environment to be not accessible during this process.
