    What's the type of your account(POP, IMAP, Exchange)? And what's the version of your Outlook 365(File>Office account> About Outlook), please ensure that you have updated to the latest version of your Outlook client.

    In order to further confirm your issue, I would like to know what's your specific meaning of "Rules button is not working"?

    1. Rules button is greyed out
    2. Rules button and rules page are available but it would be no responding when you create and manage the rule
    3. There would be any error prompts when you click the Rules button and you couldn't enter the rules page.

    If it's possible, please provide us with the screenshoot of your issues (Notice: Please hide your personal information in the screenshot for security.)

    If you are using exchange account, please try to log in your owa to check if you could create and manage your rules there. If your web mail could work normally or your account is other type, the issue may be more related to your Outlook client. Otherwise, it may be related to your account itself.

    Based on my research, if the exchange account couldn't create rules in Outlook or owa and get the error message "One or more rules cannot be uploaded to Microsoft Exchange and have been deactivated. This could be because some of the parameters are not supported, or there is insufficient space to store all of your rules.", the issue may be related to the size of the rules reaches the rules limit in your rules limit, and we could change it via powershell to reslove this issue, for more information , please refer to this article: A user cannot create new rules in Outlook or Outlook Web App
