Hi,
I'm afraid that it is by design now. Windows 10 1909 also have disable this feature.
Based on my test, Win10 1809,1909 always have Search Bar.
This has nothing to do with system files and Settings.
Some people are in the same situation. Please check the information in the link below.

Missing Search Tab in File Explore

Hi Folks:
I'm running Windows 10, version 2004.
When running File Explore, clicking in the search window doesn't bring up the Search tab:
What do I need to do to get the search tab?
Once upon a time, around Windows 7 maybe, Windows had a nice editor. Is anything like that available?

That link explained how to get it working. I have no idea why they changed it.
For anybody wondering, if I click on the text that drops down from my search box, in this case "x64", the search tab comes up and a search is made for "x64".
After that search is finished, the tab is there for use as a normal search.
I appreciate your assistance.
