What is the Command to add IP Address or scope to Windows 2003 R2 Server to Windows Device access to it

I have a large amount Windows 10 Machines, on one scope all the windows 10 device can see Server "A" File Shares.

Where other batch of Windows 10 machines cant see the File Share on different IP Scope.

What is the Command to add a scope or a single device ip to a Windows 2003 Server R2.

Also is there any way of getting a list output what the server is scope is allowing.

I think might be Netsh, not sure

    In regarding to your issue, I want to confirm the following information first:

    1. As you mentioned, "some win10 client on different IP scope", is there any specific error message?
    2. How did win10 client access sharing file? By the windows explorer directly or by GPO?
