This browser is no longer supported.
Upgrade to Microsoft Edge to take advantage of the latest features, security updates, and technical support.
One of our clients has upgraded their Windows 2012 R2 DC to 2019. The Windows Update shows "Some settings are managed by your organization". They wanders how remove this message. I have tried these.
3. Changing Registry Setting: changed NoToastApplicationNotification vvalue from 1 to 0.
None of them fixes the problem. Any suggestions?

HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\WindowsUpdate is empty
Hi,
How about if you delete below registry key? (PS: Before you modify your registry, please first create a backup)
Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\WindowsUpdate\WUServer
And have you also tried below?
Set the startup type of "Connected User Experiences and Telemetry" under "Services" to "Automatic".
Thanks,

The issue you are facing relates that WU in the the current server is managed by WSUS. If there is no WSUS in the environment it means that there are managed settings under the Windows Update key as @Eleven Yu (Shanghai Wicresoft Co,.Ltd.) has advised above.
Also an RMM agent can push settings causing this behaviour for your Windows Updates, in that case you will have to adjust your RMM solution.
Kind Regards,
Ioannis.
