I created Microsoft user that is unlicensed, will it be chargeable?

    I am assuming that you are talking about creating user in azure active directory/Office 365 tenant. No , Unlicensed users are not charged. You can create upto 500000 objects (includes users , groups etc.) without any cost in Azure AD free edition . You can even test some basic features like federated authentication using ADFS , 3rd party IDP user management through graph API . user sync to cloud from your on-premise active directory , basic MFA , basic security and usage reports but you may not be able to use multiple other features like conditional access, unlimited SSO without subscribing to higher license like Azure AD P1 / P2 .

    If you invite other users from different organization(external identities) to collaborate with you, you wont be charged for first 50000 monthly active users and beyond that you will be charged at the rate of $0.00325 / monthly active user. Different features add to the pricing . The external users are priced as per the features they use. so this can vary depending upon your requirements and the way you have setup your azure active directory tenant .
