We work in an housing society having five i3computer systems with windows operating system license . We would like to know if we could USE VB6 and SQL Server Express 2016 free edition for our daily activities

The SQL Server Express Edition is free for use, even for commercial use, see Microsoft® SQL Server® Express License Terms for Redistribution and Hosting

Yes, you can. SQL server Express edition is free for use. But some feature are not supported in SQL server express edition, such as SQL agent and so on. If you want to use more features that are not supported, you need to upgrade Express to higher edition. Please refer to Editions and supported features of SQL Server 2016 to get more.
You can download SQL Server 2016 with SP2 Express Edition (English) from below link.

By the way, SQL server 2019 is the latest version, suggest you using SQL 2019 Express. You can get it from here.

I tried downloading and installing SQL Server 2016 with SP2 Express Edition on Windows 8 OS. During installation I had to change the Database engine to "Local Service" to succeed.
Will such installation allow remote client to connect?

Yes, SQL express also supported remote connection.
