If you're unable to see the IP of the Virtual Machine, you'll need to make sure you have at least 'Reader' permissions to all assets of the Virtual Machine, or to the Resource Group the Virtual Machine sits under. If you're logged into an account that only has 'Read Only' access to the Virtual Machine and nothing else, then you will not be able to find the other assets, and you will not be able to view the IP Address.
You can check your permissions to the VM, as well as the Resource Group through their Access Control > View My Access
Checking 'Networking' in the Virtual Machine may also show a "No Access" if you only have access to the VM asset and nothing else.
Make sure your current account has 'Reader' at minimum to the Resource Group, or you won't even see the IP Resource in the Azure Portal.
