Correct order to migrate license and upgrade winodws 2016 evaluation vSphere clients to Hyper-v licensed 2019 clients

I have several servers running windows server 2016 evaluation as vSphere guests. We have purchased a new server with windows 2019 datacenter and are converting, upgrading and migrating the 2016 evaluation version vSphere guests to the 2019 datacenter server. My question is what order should I do this to make the cleanest transition- Should I upgrade the machines from evaluation 2016 to 2019 (if that is even possible) and then migrate them or move them to the new server and then upgrade them.

    2. Since the Hyper V host is Server 2019 datacenter, VMs on datacenter hosts are licensed.
