Does this issue persist all the time? Or what changes does this manager do before issue happened?
Does your manager try in other machines?
Does anyone else in your organization have the same issue?
If the manager uploads an Excel file to Teams by himself, could he open it in Teams?
Except the Excel file, try to open other type of Office files, such as word, ppt, etc.
Besides, it recommends you to Perform a clean boot to exclude whether a background program is interfering with Teams.

Noticed that all the problem files happened to be older XLS from accounting. We asked manager to try with XLSX. Have not heard back yet

What is your manager’s Teams client version?
I tested in Teams version 1.3.00.30866 (64-bit) and 1.3.00.32283 (64-bit). It has no problem to open .xls and .xlsx files in Teams.
It recommends update the client to the latest version and try again.
