Why is the public IP on my Azure Ubuntu VM no longer ping-able after a re-start?

My Ubuntu VM on Azure was up and running with a public IP. I am experimenting with VPN (Wireguard), including what happens between reboots. Today, after restarting my VM, the IP address is no longer ping-able, so no SSH or anything on the machine. Any thoughts on what might have caused this appreciated!

    @Wayne Clark , Please check whether the default networking security group has entries for ICMP and SSH traffic. If not add these rules to your NSG Inbound. This should fix the issue.
