My instance doesn't scale in

My instance is not scaled in, so the rule is set like this, please check

@디엔소프트 DNSOFT Thank you for providing the screenshots.

As the warning says, having a duration of less than 5 minutes can cause what is called flapping, which can cause rapid scaling up/in or no scaling at all. Can you please try setting the duration to 5 minutes or more and observe what happens? We believe this should resolve the error.
