Can we use new microsoft released Organinzation Chart based on logged in user (based on his department) ? or is any other alternative option ?

Organization Chart web part only supports displaying the organizational relationship of a specific user in the chart:

Dynamic organization chart view based on logged in user or department is infeasible now.

I suggest you to post a UserVoice here. It is a place for customers provide feedback about Microsoft SharePoint products. What's more, if a feedback is high voted there by other customers, it will be promising that Microsoft Product Team will take it into consideration when designing the next version in the future.

Also, you can search online for a 3rd party solution as an alternative.

Getting the following error in the custom code (DisplayName?)

let imageInitials: string[];

imageInitials = managerProperties.DisplayName?.split(" ").map(name => name[0]);

Also the organizational chart is not loading for Guest users. But it loads for office 365 users.

Is this org chart web part developed by yourself or a 3rd party solution?

If the web part is developed by yourself, as this is a new question, I would suggest you post it in a new thread, it would make others easier to focus on one question in one single thread and it will benefit other community members who stuck with the same question.

If it is a 3rd party solution, you can ask for help from the 3rd party. Thanks for your understanding :-)
