We want to create an app which can be published on Azure marketplace, which then will integrate with our customers Azure AD to manage user access and provision user accounts with our platform. The App will register users and call our SCIM endpoint.

In the Commercial marketplace what type of application should I choose? I see azure application, but this Pricing plan is hosted. Is this the only way?

I see another App which we want to replicate, they don’t see any pricing plan so I want to be sure we are on the right direction.

The marketplace listing process isn't directly connected to the process to request an application to be built in the Azure AD Enterprise App Gallery. For that, please take a look at this documentation which outlines the process: https://learn.microsoft.com/en-us/azure/active-directory/develop/v2-howto-app-gallery-listing
