Per my research, saving Power Automate flow within a SharePoint site template is infeasible currently. Power Automate flows are connected to a SharePoint list/library instead of created/saved in a SharePoint list/library, what is the difference between it and SharePoint designer workflow. So, you need to rebuild a new flow in your new site.

Also, you can post a SharePoint UserVoice here. It is a place for customers provide feedback about Microsoft SharePoint products. Thanks for your response. Power Automate flow cannot be contained within a SharePoint Online custom site template currently. So, i think your requirement may be unable to be realized from my point of view.
Hi @Allen Xu_MSFT our PMO is in the process of doing a complete overhaul of our SP custom site templates from classic to modern experience (including all lists, libraries and modern pages with modern web parts only). With the inability to include a Power Automate Flow in our template process we are stuck using SD Designer 2013 workflows. Are you able to check with this specific dev team to see if they have templatizing Power Automate flows on the product road map? I did place a user vote (but I was only #84). In my humble opinion, if PW Flows are intended to replace Designer flows, then the template functionality should also be supported. We have over 200 sites in our Site Collection all of which are built using templates. We never build sites from the standard SP templates as that would never meet our unique business needs for managing system-wide projects.

can you please tell me how to implement the same template to other sites in the tenant? are you involving AZURE as the automation or just Power Automate is doing the job? Actually, I need help with AZURE Automate + Power Automate.
Hi @Rafia Siraj I'm sorry but I don't think I can help. We aren't able to use Power Automate via the templating process as the compiled *.wpl file does not include the Power Automate template.
