Per my research, saving Power Automate flow within a SharePoint site template is infeasible currently. Power Automate flows are connected to a SharePoint list/library instead of created/saved in a SharePoint list/library, what is the difference between it and SharePoint designer workflow. So, you need to rebuild a new flow in your new site.
