Yes, you can still add users to your Azure tenant after September 1st. This enforcement is for enhancing security and will not prevent you from adding users to your tenant.
- Do I have to buy an Azure license to add to my user to access the portal or to test the MFA feature?
To access the Azure portal and test the MFA feature, you do not necessarily need to purchase additional licenses. if you want to use the MFA for free you can use Security defaults. However, certain features and services might require specific licenses.
- Do I need to necessarily have a professional MS account to manage my Azure ecosystem, or do I just need to activate the setting in the screen above to be able to do that on my personal account?
You don't necessarily need a professional MS account to manage your Azure ecosystem. You can use your personal account to manage Azure services, including MFA.
