DNS resolving issue on nav-edge.smartscreen.microsoft.com from AU & NZ

We encountered a strange DNS issue to access "nav-edge.smartscreen.microsoft.com".

From US,

nav-edge.smartscreen.microsoft.com has a cname to "prod-atm-wds-edge.trafficmanager.net", and "prod-atm-wds-edge.trafficmanager.net" has a cname to "prod*.northcentralus.cloudapp.azure.com" and "prod*.northcentralus.cloudapp.azure.com" returns a ip address.

But from AU&NZ,

nav-edge.smartscreen.microsoft.com has a cname to "prod-atm-wds-edge.trafficmanager.net", and "prod-atm-wds-edge.trafficmanager.net" has no cname to "*.cloudapp.azure.com". and it has no A record in tm1.dns-tm.com. So nothing is returned.
