if something is using a lot of resources at that time?

Good morning/afternoon/evening
I am currently having trouble with my PC running very slow
I first noticed that my mouse was stuttering across the screen, but soon realized that there was a micro stutter to everything (this has been going on for more than a few months, maybe half a year?)
then applications started to run very slow (recently, like super recently)
I don't really know how to describe it, its just frustrating and weird
I ran the full scan (3 hours and 21 minutes) and quick scan option (about a few minutes or so) and nothing popped up so I am not sure if this is a virus or not
I also opened up windows in safe mode and everything worked perfectly there
Would appreciate some help, and I will give answers to questions to the best of my abilities (I am no computer nerd though)

If it worked well in safe mode, it may be related to the third party service. Press ctrl+alt+delete to open the task manger could be the firt step to check any suspicious process occupying the system resources.
Try to check it in clean boot environment or try to check the all the third party services with autoruns tool(open as administrtor, navigate to the services and drivers tab, untick all them then reboot to check).
