SHIR Registration in Gov Cloud

I'm attempting to deploy a SHIR via on-prem VMWare VM to connect to an ADF instance in USGovTX region (Gov cloud)

During the registration process I'm receiveing the following error in Event Log after clicking "Finish" 

Microsoft.DataProxy.MidgardCore.MidgardStartupException: Unable to get the Integration Runtime information from the cloud service. Please check the Authentication Key and the network connection. Error message: A service error occurred (StatusCode: 500; ErrorCode: 503; ActivityId: f9694f75-81c2-4f32-9761-f639bbe1aef1; ErrorMessage: Failed to create Service Bus endpoint).. ---> Microsoft.DataTransfer.GatewayService.Client.GatewayServiceException: A service error occurred (StatusCode: 500; ErrorCode: 503; ActivityId: f9694f75-81c2-4f32-9761-f639bbe1aef1; ErrorMessage: Failed to create Service Bus endpoint). ---> Microsoft.DataTransfer.Common.Http.HttpException`1[Microsoft.DataTransfer.GatewayService.Models.ServiceResponseForError]: Processed HTTP request failed.

I have been unable to find any information or other examples of this error and am asking for guidance and/or documentation on what I should ask my networking team to look for. We've confirmed that all URLs are whitelisted, port 443 is open for out and inbound.

I have SHIR Exported Logs I can share if needed. Thank you.
