Based on the error message you provided, it seems that you are trying to take a backup of a SQL database that has Service Managed Transparent Data Encryption enabled. However, this operation is not supported on SQL Database Managed Instance.
To resolve this issue, you can try disabling the Transparent Data Encryption (TDE) feature on the database before taking the backup.

If you are using SQL Managed Instance, manual backups for databases with service-managed TDE are not supported since the cert is not accessible. You can use the built-in BACKUP and point-in-time restore feature to restore your DB to a previous state within the retention period.
