Synapse Analytics workspace not deploying to separate workspace using GitHub Actions

My development workspace is integrated with GitHub, dedicated sql pools are the exact same between dev and qa workspaces yet the ARM templates published in dev will not deploy to separate qa workspace. A target workspace is specified within the yaml files, but will not deploy to a separate workspace and only deploys to environments within the same dev workspace. Please advise what more needs to be done to accomplish deployment of dev workspace to qa workspace?
