What is the proper way to make SQL managed instance accessible via a public IP address.

    Did you want to want to enable public endpoints for Azure SQL Managed Instance enable data access to your managed instance from outside the virtual network? Then you can access your managed instance from multitenant Azure services like Power BI, Azure App Service, or an on-premises network without use a VPN. If so, please follow the detail steps from this MS document Configure public endpoints in Azure SQL Managed Instance.
