app update/write file on windows 10

hi, i have this problem. If I log in as a normal domain user on a pc with windows 7, the Comped Digital Sign program correctly updates the trusteddb.p7m file (C: \ Program Files \ Common Files \ CompEd Shared) while if I log in with the same user on a pc with windows 10 v1903 does not update it. while if I enter as a domain administrator yes. I tried to put the user in the Administrators group, but nothing changes.
what can i watch

    Besides add the domain user into Administrators group, give full control permission of the C: \ Program Files \ Common Files \ CompEd Shared folder to the Users at the same time.
    Restart computer.
    Right click Comped Digital Sign program, Properties, Compatibility tab, check Run this program in compatibility mode for Windows 7 and Run this program as an administrator.
