Not sure if I understand your ask correctly, but if you are looking for Azure AD MFA with M365 basic subscription, you can consider Security defaults in AAD.
It has following benefits :
a)Requiring all users to register for Azure AD Multi-Factor Authentication.
b)Requiring administrators to perform multi-factor authentication.
c)Blocking legacy authentication protocols.
d)Requiring users to perform multi-factor authentication when necessary.
e)Protecting privileged activities like access to the Azure portal.
