Exchange mail flow rules - size (of the rule) limits?

There must be some size limitations on mail flow rules e.g. in kilobytes per rule or total? For example I want to create a rule to delete (or redirect) emails coming from address1 or address 2 or address3 etc, etc , thousands of addresses? Obviously this list cannot be infinite. It will either hit some predefined limit or it will start affecting the speed too bad. Please let me know if there is a predefined limit or a "suggested" limit? Any other practical advise in this direction is very welcome too. The Exchange server is 2016 on premise. Thank you!
