After 36 Hours Still Seeing The tenant admin disabled this bot

We've uploaded a custom app to our teams account.

  • The custom app installation is enabled both Globally and for App Developers
  • The newly app is enabled for "Everyone" to access
  • When we check the bot state, it shows "Unblocked" and nothing seems wrong on admin dashboard

We use BotService. The app is deployed. The chatbot endpoints currently work on my localhost, forwarded via devtunnel. The problem is when I or some other colleagues try to interact with it, it shows "The tenant admin disabled this bot" and fails to deliver my messages. I get nothing on my end, not even an exception.
The error on Teams client says "Failed to send." and if I reinstall the app, on
Bot Services -> Settings -> Channels -> Microsoft Teams : The tenant admin disabled this bot

But one of my colleagues can interact, and I can confirm that the chatbot works as expected. I receive and see the logs on my end. it's been more than 2 days but nothing changed. How can I interact with it?
