Cant get my Microsoft Authenticator back up

Question

I had to completely restart my phone, and i'm trying to restore my Authenticator from the backup, but its not letting me, it keeps on saying its not backed up and to use another personal account when I only have one personal account.

I know it should work as i've had to do this when I got my new phone in the first place.
