"User assigment to Application" Azure AD Pricing impact

For enterprise applications, we can turn on the "user assignment required" and assign user directly or to a group

When we assign to Group, we need a P1/P2 license.

Is it ok if we have 1 license in the tenant or should we have license for every user in the group?
