Workflow Manager hangs on Service Bus services starting

I am trying to install Workflow Manager on a Windows 2022 Server.

I have downloaded and installed according to the instructions.

https://learn.microsoft.com/en-us/sharepoint/governance/install-and-configure-workflow-for-sharepoint-server

It is a new server. Nothing else on it.

I guess I should say help but I figured that's implied in the fact IT DOESN'T WORK OUT OF THE BOX AND THE INSTRUCTIONS AREN'T GREAT EITHER!

I was able to resolve the issue outside of Microsoft docs.

I had to disable RC4
I had to enable strong crypto.

None of this is mentioned in the docs. I had to search for Service bus instead of Workflow manager.
