Hello, my problem is that I opened and saved many accounts in the Microsoft Authenticator application and I tried to keep them safe by saving them in my recovery account but for some reason the application was deleted and I reinstalled it and logged in with my account but the accounts are gone and I cannot access those accounts and my password manager is also affected by this, if there are no devices that are currently open I will not be able to log in to my password manager, please help, can we get back to the old accounts.

I wish I had a better answer for you, but if you removed MS Authenticator without backup, the accounts are lost. There is no way to retrieve them, sorry :(
