External sharing from onedrive/sharepoint for only specified employees

I try to configure sharing to external adresses from Sharepoint/Onedrive. I want to allow all employees to share to a specific set of domains, and only a few employees to be able to share to all domains. How do i do this?

Unfortunately, this cannot be achieved based on the current settings. External sharing is mainly set at the tenant and site levels, and applies to all users in the tenant who have permission to perform external sharing (except for Allow only users in specific security groups to share externally, which restricts users). In other words, for your needs, allow all employees to share to a specific set of domains and only a few employees to be able to share to all domains are in conflict. For the former, you can set Limit external sharing by domain, which applies to all employees, so there is no way to achieve only a few employees to be able to share to all domains.
