Was this your first installation attempt? Or did you make multiple attempts? If so, did you make attempts to cleanup in between?

It would help to see the full log files, but it sounds like an error that you get after doing something like I described above, and thereby masking the original issue.

If this was indeed the first installation attempt, share the log files. You find them in C:\Program Files\Microsoft SQL Server*nnn*\Setup Bootstrap\Log with one folder per installation attempt. nnn is a number that depends on the version of SQL Server you are trying to install. For SQL 2022, it would be 160. The files of most interest are summary.txt and detail.txt.

The information is too less for analysis. As Erland mentioned, please share the SQL server setup log include summary log and detail log to us for analysis. Did you run the sql setup file as administrator?
