Windows Server 2016 Datacenter:
I want to shrink a partition and one of the telemetry files cannot be moved, so my volume cannot be shrinked further (1,8TB free space!). Defragmentation also does not seem to move these files, because it stays at 40% fragmentation, no matter how many runs.
Can I just delete the telemetry files?

Deleting files from c:\windows\temp is safe and a general cleanup practice. Or move the c windows temp folder files to another drive. If you have any doubts copy it somewhere first.
It may be related to Application Experience.exe" and "Customer Experience Improvement.exe
Computer Configuration > Administrative Templates > System > Internet Communication Management > Internet Communication settings>Turn off Windows Customer Experience Improvement Program.
Set the policy's state to enabled to disable the data collection.
