\Windows\appcompat\appraiser\APPRAISER_TelemetryBaseline... cannot be moved when shrinking partition

Windows Server 2016 Datacenter:
I want to shrink a partition and one of the telemetry files cannot be moved, so my volume cannot be shrinked further (1,8TB free space!). Defragmentation also does not seem to move these files, because it stays at 40% fragmentation, no matter how many runs.
Can I just delete the telemetry files?
