People keep receiving this message when they sent something to my hotmail address.:

The recipient's email system isn't accepting messages now. please try resending your message later or contact the recipient directly.
However I get all of the emails. So why do people keep getting this message? It just started on Friday.

Based on your description, I know that when people send emails to your mail address, they will get the error “The recipient's email system isn't accepting messages now. Please try resending your message later or please try resending your message later or contact the recipient directly.”, but you could still receive their emails.
I have some questions I would like to check with you in order to better address your problem.
Recipients occasionally have problems with their email accounts and the issue will resolve itself over time. If your problem persists, I would appreciate it if you could reply to me at your leisure to help you better resolve your problem.

Yes to #1. As to #2 I receive all emails, which is why the reject message makes zero sense. #3 It seems like everyone is receiving the error message.

According to Microsoft's official documentation, if the sender receives a “Mailbox unavailable” NDR response, it means that the address used by the recipient does not exist. This may be because the recipient's address has changed or the recipient's e-mail account has moved.
To rule out a sender cause, I suggest you refer to Sent email in Outlook.com comes back "delivery failed" - Microsoft Support to check and troubleshoot using the sending email address, and try sending an email to your mailbox again when you finish these operations.
If the NDR replies still don't disappear, please check your email forwarding settings and rules according to the screenshots below, as your account settings may have been hacked and changed without your knowledge.
After finishing these check, I recommend that you immediately change your password and check for any sensitive information in your account, such as aliases and verification methods. You can refer to this support website: How to recover a hacked or compromised Microsoft account - Microsoft Support.

Issue Symptom:
When people send emails to your email address, they get this error message “Mailbox unavailable (S2017062302)”, but you can still receive their emails. Based on the information you have subsequently provided and my testing collated, such an error is reported due to the addition of a new forwarding rule to your mailbox that wasn't there before.
Resolution:
Check your email forwarding settings and rules as I've shown you and remove or change them to meet your needs.
