Sysprep and layoutmodification in Win1020H2

I have been trying for days to make my layoutmodification.xml work after running sysprep on Win10 20H2. Up until ver1909, after going to the audit mode and placing the layoutmodification.xml in C:\Users\Default\AppData\Local\Microsoft\Windows\Shell directory and running sysprep.exe with the oobe, generalize unattend options with an answer file worked perfectly for me. But as of 20H2, after sysprep the layoutmodification.xml is deleted. Anyone has noticed this issue or am I missing something? Apart from this, sysprep seems to finish fine without errors. Any help is appreciated, thanks

    Did you mean layoutmodification.xml not work?

    Also, you could check your Start Layouts with an xml validator.
