Prevent user from Downloading Files from SharePoint 2019 on Premise Solution

Question

All, is there a method to prevent users from downloading files? To view files a user must download it view it. So, the permissions does not work which does not allow a user to download. The download button is removed, but to view the document, it is downloaded.

Any solutions??

Hi @Davis, Kevin S. (CTR),

We would need to create a custom permission level to get around the default permission setting. Please refer to following steps:

1. Click the Gear Icon > Site Permissions
2. Click on Permission Levels
3. We can Create a Permission Level from scratch by clicking Add a Permission Level button. And give the new Permission Level a name and then uncheck the checkbox Open Items and View Versions
4. 

After create the permission level, you could assign the custom permission level to the user(s)
