Basically within your subscription you might have written some custom applications or codes wherein you might be leveraging some Azure SQL database REST APIs. So To determine if you are using the 2014-04-01 Azure SQL Database REST API, you can review your application code or API calls to see which version is specified.

Hi,
How do I know if I'm using 2014-04-01 API's? The email I received says we are.... but how do I know what exactly within my Azure subscription is using the older API's so I can correct?
We don't explicitly use the Azure SQL rest API's so I'm confused?

The alert is on the azure advisory refers to an update that is being done on the APIs from azure.
The retirement notice is specifically about the API version used for managing and interacting with Azure SQL Database resources programmatically.
If you are currently using the Azure portal, Azure CLI, or Azure PowerShell to manage Azure SQL Database, you need not to take any action.
