2020-12-21T09:29:01.327+00:00 Hi @Shay Ryan ,
I suggest you open it in OneNote online and check if you can open it without error message.
Make sure that you cleared the cache and cookies of Internet Explorer and/or Edge before opening file.
Try to create a new Notebook in OneNote for iPad and check if you can open it in desktop version.
Any updates please let me know and I'm glad to help you.

2020-12-21T19:01:16.12+00:00 cleared the cache and cookies. everything seems to open in the desktop app. When I try to open in the browser I get the message saying I can't edit. If I open a different notebook I am able to open student work.
