Could you find the Visual Studio Installer folder: C:\Program Files (x86)\Microsoft Visual Studio\Installer?
If so, please try to run the vs_installershell.exe file to launch your Visual Studio Installer.
Besides, please put the .exe file into the English folder or put the .exe file in root of C drive like C:\setup.exe.
Then, run it as administrator.
You can check if your Windows Modules Installer service is running:
- Type Services.msc in the start search box and run it as administrator.
- Navigate to Windows Modules Installer service and double-click on it.
- Set the Startup type to Manual.
