Stuck in infinite loop of Microsoft Authenticator register device

Dear all,

I have another Microsoft admin account which I am totally unable to sign in now (my account used to post this question was another MS account)

Once i login my admin account , it prompts my organization require additional security, which I had already registered MS authenticator with my device.

When i clicked next, it prompts 'Great Job, you have successfully set up your security info', then I was lead to the previous page of my organization require additional security again, infinitely loop instead of receiving any authenticator code.

To recall why this bug happened, what I did yesterday before the issue happen was, go to Azure Authenticator policy and turn off requirement for Microsoft authenticator. Afterward, the admin account was stuck in this infinite loop as attached. Suspect it is due to the policy for authenticator requirement was turned off while my Admin account has authenticator registered previously, at the same time Azure now require admin account to sign in via authenticator mandatorily which results in a bug.

Please help as my admin account was stuck forever now!
