Are you using Outlook desktop client? Or using an Outlook.com account?
If you always receive the emails for one sender or one domain, it's suggested that you could block the sender:
For Outlook desktop client:
Right-click a message from the sender you want to block, and then click Junk > Block Sender.

For Outlook.com account:
More information: Block senders or mark email as junk in Outlook.com or Outlook on the web.
