How to stop windows from installing new driver?

Ok so, I uninstalled my AMD driver a few days ago and wanted to install a new AMD driver, but Windows keeps installing its own driver from microsoft (31.0.12027.9001) before I can do anything, EVEN THOUGH I've hidden it in both wumt and wushowupdates (https://ibb.co/M7hh7Hx).

This causes me to not be able to open the adrenalin software and gives me an error message about the AMD display drivers not having been installed.

I've tried turning off automatic updates in advanced settings and group policy and cleaning everything with DDU to make a clean install but it keeps doing it. So I have to somehow find out where it's coming from and just delete it so it can't install but I don't know how.

Even when denying permission to install any new driver to the hardware it's STILL being installed.

1. Press Windows + R shortcut keys to open the Run window, type systempropertiesadvanced to open System Properties and then click the Hardware tab.
2. Click the Device Installation Settings option. In the pop-up window, select No (your device may not work properly) in the "Do you want to automatically download manufacturer apps and custom icons for your device" option to turn off automatic driver updates.
3. Click the Save Changes option to make the configuration take effect.
