As I understand you need steps to perform swing migration in your environment for Entra connect upgrade.
For swing migration, You need (at least) two servers - one active server and one staging server. Let's call active server as SERVER 1 and staging server as SERVER 2.
NOTE: Before you upgrade you need to make sure that Active and staging servers both are have same configuration
You can download latest version of Entra connect set up file from https://www.microsoft.com/en-us/download/details.aspx?id=47594
Download the file to SERVER 2. Just run the set up file directly. Automatically this file will detect old version on Entra connect in your server and perform the upgrade. You will see the upgrade set up wizard on the SERVER 2 and you just have to follow the onscreen instructions.
Once you have SERVER 2 upgraded to the latest version, now you can move SERVER 1 to staging mode and SERVER 2 to Active mode (disabling staging mode).
Now you can download and run the Entra connect setup file on SERVER 1 and upgrade it to latest version.
