Why is the "Launch Inline Copilot" button missing from the Query Editor screen?

I am trying to use the natural language to SQL feature of the Azure portal query editor.
I have copilot in azure in my azure subscription. I created several azure SQL databases. I can login and connect to the query editor, however, the "Launch inline copilot" button is missing.
I asked copilot in azure about this, and it had several responses.
- make sure copilot in azure is enabled. This is obviously enabled since it was copilot in azure that gave this response.
- copilot is in preview and might not be available in all regions. I tried East US and West US 2.
- Psions: users need read access to use query editor and copilot. I am the admin on the database using managed identities.
- browser compatibility: I tried in chrome and edge, no change.
- try clearing the browser cache: I cleared the cache and refreshed but the button is still missing.
Please advise what else I should try.
