Why is the "Launch Inline Copilot" button missing from the Query Editor screen?

I am trying to use the natural language to SQL feature of the Azure portal query editor.

I have copilot in azure in my azure subscription. I created several azure SQL databases. I can login and connect to the query editor, however, the "Launch inline copilot" button is missing.

I asked copilot in azure about this, and it had several responses.

  1. make sure copilot in azure is enabled. This is obviously enabled since it was copilot in azure that gave this response.
  2. copilot is in preview and might not be available in all regions. I tried East US and West US 2.
  3. Psions: users need read access to use query editor and copilot. I am the admin on the database using managed identities.
  4. browser compatibility: I tried in chrome and edge, no change.
  5. try clearing the browser cache: I cleared the cache and refreshed but the button is still missing.

Please advise what else I should try.
